In 1973, due to the widespread panic caused by Watergate, CIA Director Richard Helms ordered all MKUltra files destroyed. Most of the CIA documents were destroyed. Subsequent orders by Presidents Carter and Reagan expanded the directive to apply to any human experimentation. Regardless, the CIA vigorously continued its mind control operations.
